Professor Andre Gunder Frank, who has researched and written extensively on Latin American economics, was unable to attend the NACLA February llth meeting because the Montreal US Consulate refused to grant him a visa. The NY Times (17 March, 1967) comments on this and other similar recent incidents: “A Montreal professor with controversial political beliefs has been prevented from attending conferences in this country because the State Department has not acted on his visa application. The application has been in the Department’s hands for more han two months…He is a West German citizen but was educated in the US and lived here from 1941 to
1959.”
